Presenter’s Bio:

The GIS Team in the Governor’s Office of Information Technology works to coordinate GIS around the state. OIT-GIS helps provide resources, availability of geospatial information, and foster relationships around the state.

Brent Seiferd – Senior GIS Analyst
A native of Pennsylvania, Brent has a B.A. in Geography from CU-Boulder. He specializes in data management systems and infrastructure integrations.

London Walker – GIS Developer
Originally from Texas, London has a B.S. in Environmental Geoscience. She helps create apps, scripts, and geocoders. She works mainly in Python and JavaScript.

Keelan Vargas – GIS Analyst
Keelan grew up in Steamboat Springs, Colorado. She graduated from the University of Denver in 2021 with a B.S. in Geographic Information Science. Outside of work, she likes to ski, run, play with her dog, and spend time with family and friends.

Christy Bouchard – GIS Technician
A native of rural Maine, Christy moved to Colorado to study film photography. While working as a landscape manager and arborist, she completed a BA in urban studies and GIS at CU Denver. She’s passionate about data accessibility across economic and cultural geographies. Her hobbies include mixed media art, xeriscape gardening, and volunteering with urban tree planting initiatives.

Heidi Martin is the State GIS Coordinator for Wyoming. She is the state representative of the National States Geographic Information Council. She coordinates statewide geospatial data, initiatives, and policies in Wyoming. She coordinates and supports geospatial services and initiatives at all levels of government. She is currently leading data-sharing efforts, system administration of enterprise GIS systems, contract consolidation, and stewardship of GIS systems.

Heidi has worked in Wyoming state government for over 20 years, with a background in land surveying, right of way, and computer-aided drafting. Before joining the Department of Enterprise Technology Services, Heidi was the Senior Right of Way Specialist at WYDOT.

Throughout her career, she has trained and developed new standards for processes, authored instructional design, fieldwork, project management, and city/county/state/fed coordination. She is involved with the Wyoming NextGen9-1-1 GIS workgroup, Laramie County GIS Cooperative, Wyoming Geospatial Organization (WYGEO), the National States Geographic Information Council (NSGIC), and is past Secretary/Treasurer for the Professional Land Surveyors of Wyoming (PLSW) Southeast chapter.

Heidi has lived in Cheyenne for almost 30 years. She graduated from Colorado State University in Information Technology, completed her Cadastral Land Surveying education at the University of Wyoming, and graduated from Laramie County Community College in Engineering Technology.
